District alters condo fee plan

LONG Ground - Addressing some homeowners' concerns about a controversial fee assessment plan, the Downtown Long Coast Associates has made more than a dozen significant changes.
The final draft of the Resources-Based Improvement District management plan for the downtown limit released Friday included the following:
The removal of a community court that would speech inappropriate behavior and nuisance crimes;
The reduction of the overall budget by $400,000, from $2.7 million to $2.3 million, which includes the elimination of the $100,000 community court;
The reduction of an administrative budget from 13 percent to 9.8 percent;
A formulary that determines how much condo owners should pay. Instead of a flat rate of about $70 and $120 annually, the payment would be based on paraphernalia square footage.
